You will need to move on to higher level plots. To do this you need to upgrade the Virus research buildings. Harvest and process the resources to let you do this and the more you upgrade the building the higher level plots you can take. If you are too weak in terms of your APCs then you will have to upgrade and train more troops and work on your heroes to get stronger.
