I gave my $5000 base to an alliance member for him have. He left the alliance and I took it back. He spent all rss, diamonds, hero tickets, and hero medals. He also broke all my heroes down. Can these be recovered or do I need to sue him?

There is no option in the game unfortunately to recover heroes or undo any of the actions. You can try contacting the game support if you want to ask if they can help although I suspect it isn't possible. Its also unlikely that they would want to help as they ask players not to share games so maybe best not to tell them how it happened.
