Regarding the skin tab I'm not able to find it in the school of architecture, once I press on (SOA--then--Landscape) there no tabs up, I can see only the items list in there, how can I add the skin tab?

To change the look of your base building you go to the school of architecture building and chose the 'decorate' option. (it may have changed from a previous update)
In the Decorate section there are tabs for the Base and APCs as well as your name tag and Chat options. You an only change to base skins and other options that you have unlocked.
