For seasonal heroes is it the higher the season number the stronger the hero like Sx heros are stronger than S4?

The skills will be a little different and some from different seasons may suit you better. The best way to check is to look in the hero menu where you can see all the heroes available (not recruited section if you don't have them yet).
You can select any heroes and then check their skill list to see what troop specializations they have and strengths.
