I just went to a new farm alliance. Their alliance tech is weak cause no one donates. But my question..

I just went to a new farm alliance. Their alliance tech is weak cause no one donates.

But my question is, is that the reason why I can only place a lvl 5 RSS tile? KPI branch is at only lvl 3. Does that need to be lvl 5?
