Regarding Luxury Skins for base. If I purchase a Permanent skin with blueprint, can I switch back..

Regarding Luxury Skins for base. If I purchase a Permanent skin with blueprint, can I switch back to the default/original design later on? If so, will I permanently lose the Luxury skin or will it stay in my inventory - allowing me to toggle skins whenever I want?

Yes you can switch at any time to any skin that you have unlocked. Find the school of architecture building and select the decorate option to find the base skins and switch between them.
