Do you have to get Nora before you move states?

Do you have to get Nora before you move states? I know when you build a radar it starts the nora part. So I waited to move states before I got to that part but I built the radar and got nothing.

In my experience you should get Nora whether you switch states or not. When I have switched states while Nora is on the way she has arrived immediately. There may have been a glitch in the past where some did not get her but it should have been resolved.

Its not necessary to get nora before migrating your new base to othe state all you jave to do is complete base lev 3 task and you can go to your loving state
