Semi-opening.... what does it mean?

Semi-opening.... what does it mean? I like to move my base to an other state... but I only see semi opening.

And I don't know what this means...

When a state is semi open it means that only bases below 1M in immigration rating can enter. Any level base can leave though. Once it is full open any bases can enter.

Immigration rating is calculated from buildings, technology, troops a hero levels.
