Am I able to gift someone with diamonds?

No you cannot send a gift directly. (unless you send them app store credit outside of the game). The only in game option for diamonds is to buy a red envelope with money which rewards the alliance (up to a set number of members) with diamonds. You cannot fix who collects it though.
