Once I have migrated to a new state, how do I change the alliance to the new state?

The leader (R5) should be able to do this by using the Change Alliance Allegiance option in the Alliance menu. Tap on the Manage tab at the top and find it there (leader only). The other members of the alliance will need to migrate or quit.
