I was R2 and the R5 was inactive for 9 days. I paid 1000 diamonds and took over. Everyone says this..

I was R2 and the R5 was inactive for 9 days. I paid 1000 diamonds and took over. Everyone says this is not possible. How did I do this then?

You used to have to be an R4 to take over. but this was leading to some problems where there were no active R4's available. Perhaps they have changed the rules so that anyone can take over. I am not able to check though to confirm. If it worked for you then this may be the reason.
