How to build the territory mass 2x2?

You cannot build 'territory mass 2x2'. It is not a building. There are lots of buildings to place in your city and most of them will take up a space that is 2 squares by 2 squares. This is the territory space (mass) that is required to place them in your city.

I have space enough still can't build the building ?.

Can anyone answer question above? I have same issue of 2x2 won’t let ya build but have plenty of land

It's the size required by the building to built. If it's not builting check down the required items to built it like iron or electricity or cash if it's not enough it will not build
