How can I occupy a territory in another state?

This may depend on your doomsday season. If you are not in Season X with New eden then you will need to take advantage of an alliance war where you can travel and place alliance rally points in the other state. This is to let you occupy plots and attack the other alliances centers. Once you or anyone else from your alliance has plots there then you can use these plots to move on and take plots as needed.
