I started another account in last shelter without binding my 1st account and lost my city is there any way to get it back?

You will need to ask the game support / developers to help. In the account screen there is an option to 'Retrieve lost account' which will let you contact the game support with details of your game (name / state etc). They are the only ones who enable access for you.
If you have any trouble contacting them this way check the other options in the support page.
