I started another account in last shelter without binding my 1st account and lost my city is there..

You will need to ask the game support / developers to help. In the account screen there is an option to 'Retrieve lost account' which will let you contact the game support with details of your game (name / state etc). They are the only ones who enable access for you.

If you have any trouble contacting them this way check the other options in the support page.
