You get them for free when reaching certain base levels, or you can purchase them for $20 from the in-game store. If you are max level (25) you will no longer receive free changes and your only option is to purchase it.

Hint: Sometimes the game sells for $49.99 - wait a couple of days for the price to drop down to $19.99. They usually bump up the price during the Kill Events because that's when most people who do change classes all the time usually buy these.
