You need an R4 or an R5 to build the alliance center, it requires rocks to be built which can be donated by alliance members in the building section in the alliance. Once enough rocks are donated you can construct the alliance center 1 which will be placed anywhere at the side of the map in the dessert area (pick a nice spot for it)
