Can I move my city without loosing my progress?

Do you mean teleport to a new location? Move to a new alliance or immigrate to a new state?

Either way your city progress will remain. Buildings, Tech, troops etc.

If you are in a Doomsday event and use the state immigration event to change states then you will lose the Doomsday progress but this is temporary anyway.
