On the class Hall I cannot do national quests. It says president didn't place building can't view. Why?

Buildings are placed each week by the states president after the launch center battle. If you lose and don't have a president, or if the president hasn't been selected yet, or hasn't been able to place the buildings yet then you won't be able to do the quests.
