At what level does my radar let me see how many troops another player has?

Each level of the radar has a different ability unlock some of which will tell you the amount of troops / reinforcements / heroes etc in the enemy when you scout them. Initially though these will just be estimates.

If you tap on the Radar building and then select 'Details' then tap on 'More information' you will get a list of all the levels and the ability they unlock.
