How to get defensive and attack city buffs? I don't see anywhere where I could buy them.

You can buy the attack and defense bonus items for diamonds by going to the items menu and select the 'store' tab at the top. Then go to the 'Buff' section.
You can also by them with alliance contribution points in the Alliance store (alliance menu). If you don't have any in the store then ask an R5/4 member to add them for you.
You can also get them as rewards from some even rewards chests.

I don't have them in the buff section in store. Do I need to be specific level to get them or do I need to do something in the institute? 0 0 REPORT

Not sure about very low levels, I have 12 hour attack and defence bonus items available on a level 6 account with level 1 institute. (12 and 24 hours items on a level 25 account)Guest Replied
You can also buy these by clicking on your base or HQ inside your base, which is faster than going through the stores. Guest Replied
