I'm unable to start occupying tiles in doomsday. I've placed my first 4 honor structures near the alliance..

I'm unable to start occupying tiles in doomsday. I've placed my first 4 honor structures near the alliance center. I have stones available. When i click on any level 1 empty plot next to a turquoise tile it opens out the options. I click on occupy and it just closes the options back up. No error message. No APC marching to the plot. Nothing happens. What am i missing?
