How do you quit your alliance if you are the leader and everyone else is a lower level than you?

How do you quit your alliance if you are the leader and everyone else is a lower level than you? It won't let me pass the leadership to anyone lower level than me

You just quit the alliance, it will ask you to appoint new R5, then you join your new alliance. Easy.
