How to invite members but I want to search just more powered players. Can I choose it?

You can try going to the setting menu and tapping on the Rankings option. Then select the Commander Power Ranking. This will show you the top powered players in the state.

Other than that check through the state chat for anyone you think are regular players and tap their avatar to view their details including their power.
