It's always happens to me just restart Ur phone.

It happen when you tap too much on avatar change and purchase via Google play and you are not purchase then there is some countdown ...you need to wait

CD is a 'Cool Down' timer. If you have just made a purchase or tried to make a purchase then the game will impose a delay timer before you can try again. Just wait for the timer to end.
