For state 416 today immigration opened. Me and my friends were thinking to move whole alliance but will it cost any money or free of cost? There is a option in alliance manage "change alliance allegiance"...

It will not cost to change the alliance state, but each individual base/account will have to get migration tickets that do cost real money. The amount of migration tickets needed will vary on base size. It can get costly if you are moving high power bases for sure.
