How do I “change the declaration of the Alliance?” I have to do this to gain protection of a larger Alliance. I have no clue how to do it.

Go to the Alliance menu and select the Manage option at the top. Then select Alliance Settings.
In here you can Change the 'Alliance Slogan' which is your alliances visible description text. Put here the alliances you are affiliated with or under the protection of or in a peace agreement with.
