How do you restart the full game? plz tell me

You can start a new game (new city) at any time. If you have bound your current base it will remain for you to go back to is you want. If you have not bound it then you will loose access to it.
To start a new game go to the settings menu and select the 'Account' option. Then tap on Start a new game.
Your new city will be created in the latest state, you can move it to any state you want though before you reach level 6.
