The wrenches need to be bought. You can find packages with wrenches in the store. The easiest way to find them is to tap on a Barracks building and choose the 'repair' option. At the top will usually be a banner linking you to one of the wrench packages available.

Actually it does recover over time. There is no banner in the barracks though so that answer was incorrect.Add your answer
