What happens to the alliance gift levels in a merger?

What happens to the alliance gift levels in a merger? Does the highest between the two become the new merged alliance gift level?

I've not tried this but I understand that the outcome of a merger is actually that 1 alliance is annexed (closed) and all members move to the other alliance.

I asked the Devs and received an answer. The alliance being annexed becomes non-existent along with their gift level. Alliance gift levels cannot be combined or stacked in a merger (annex/surrender).
