Take note that the game doesn't allow selling of accounts so be careful that you don't lose it.

For moving the base to another state, this may be possible but tricky. Both states must have the state immigration event open however even then there are restrictions in place to stop movement between states that are too far apart (if the states doomsday event seasons are not close together for example then it may not be allowed.) To be sure you would need to get confirmation that the base is allowed to move to your state from the original state. Only someone in the original state would be able to check this.

The move is also going to cost you money for the immigration tickets that are needed. This could be a lot of tickets to buy which may also take time to acquire as there are limits on the amount you can buy at a time.

In general the game devs allow migration but make it very hard to do and expensive to discourage this kind of activity.

Unless you are getting it very cheap it may be better to spend the money in game on advancing your own base and support the developers in running the game.
