Is the 50% march acceleration permanent when you pay 1000 diamonds for it? Or is it just for speeding that one march when you use it in the world?

Both 25% and 50% march speed ups are for a single march only. Once you activate a march speed up, it is applied to the APC that is currently marching for that trip only.
