It is unlocked when the Institute is upgraded to level 8.

I had the same problem, I am base level 17 and my institution is level 12 but I still did not have sown commemoration. I think I am missing a research but I've don't know which one.Guest Replied
I think your state is new, and not in clash of zones phase, once it is started, zone commemoration will be unlockedGuest Replied
