How to build oil storage tank 3?

How to build oil storage tank 3? I've reach level 10 oil storage tank 2 but can't build oil tank 3.

Once you have Storage tank II at level 10 you should be able to build tank III. You will also need to have 4M money to start the build so perhaps you don't have that?

Same problem here..stuck at 46.5 mil on oil..how to build oil tank 3..
