My tower alerted me there was somebody from a different alliance exploring just outside the fenceline of my city, on the city map. How can somebody send an exploration team into a different players vicinity? This was not on the world map, nor the state overview.

I think exploring in other cities is a VIP option (you have to have paid for the VIP access). You can get more stuff this way.
If they are in your city then it doesn't take anything from you, you can tap on their vehicle and you might be able to steal their stuff.
