I'm lvl 15 only have 3 formations, I saw some lower lvl have 4. Why?

A player may only have 4 APC formations themselves. However when attacked any additional troops left in the base may also fight and also the player may be being reinforced by allies meaning that they could have up to an additional 4 formations in their base.
