How to collect things out of suitcase under menu? I have things in there but when tap to get out nothing happens?

The items menu shows you your inventory, some of the items can be 'used' directly from there and some cannot. What happens when you 'use' the items also varies depending on what it is.
Resources will be ask you how many boxes to use for example and then place the amounts you select into the warehouse.
Can you reply with the items you are trying to use and what seems to be happening so we can try to help further.

Ok, speed ups can be used to speed up various processes, but not from the items menu. If you are training troops then tap on the speed up option in the training building. You can use training speedups or general ones for this. If you are researching then there is a speed up option (after you select Alliance help) here too and when doing building upgrades. Look for the speed up option and then you can use the relevant speed ups that you have stored.
