What is the beggar symbol and how to get rid of it?

The begger is a debuff that is issued by the president. The president can give anyone in the state a debuff, but they are generally reserved for people who break state rules or otherwise people who the president just doesn't like.

All buffs and debuffs are removed when the next president is chosen, which means you will have it until your next Kill Event.
