If i understand your question, you're producing more electricity than you can handle. i expect you've maxed out the storage facilities. Upgrading energy production would only make the problem worse. I generally donate my excess energy to my alliance or sell it at the commercial hub. Occasionally you can trade it for crates of some other rss in the commercial hub. You can also move some of your power plants off the road/electrical grid. You will produce less electricity and save on how much fuel you need to run the power plants.
