What does camping do? What is the purpose?

Camping in normal circumstances will not have any benefit except as a way to place your troops outside of the city if you want them to survive an attack on your city.
During Doomsday event you can 'garrison' a plot that you or your alliance owns to camp on it and protect it with your troops against being taken by an enemy.
