Where do I find empty level 2 plots?

The outer areas of the map will contain low level plots, 1-5. You will need to find alliance occupied plots in that area to build from.

I have alliance members but I am the only active member. So I can not occupy level one plots, my other members aren't in the game anymore. Dont know what to do
