What does Insufficient items for a helicopter mean?

It means you're out of helicopter calls. These are a commodity along with diamonds, oil, chips, etc. When you're out you have to wait for it to return by the time on the building with the landing pad.

Also, make sure you regularly go to 'Benefits', 'daily supply', and claim the items offered there. It includes 2 'Helicopter landing sorties' each day.
