How to recruit developer heroes?

Heroes are recruited in the Heroes Hall building using the recruitment tickets. Developer heroes though do seem to be rare, especially the higher tier ones. You can also collect fragments fro rewards and buy them with the hero tokens, look for the opportunity to buy the heroes fragments that you want in the Token Shop as this may be a quicker way to obtain the hero you want.
