If I'm raider class then my class APC is first in line, however my normal APC is stronger so it would be better if it is first and not the other way around. Is there someway to do this ?

You cannot change the order they are listed in your APC list, you can however set the order that they will be used to defend you if someone attacks. To do this tap on the 'Garrison' building (not garrison hall) and select the Garrison option. Here you can set the order they defend in or choose to mot have them defend at all.
