How do you explore enemy cities and protect your city from enemy exploration?

Explore is no threat to you and you can't prevent it. But the explorer doesn't get any useful information from doing it, nor do they take your resources. Steal the explored resources (every 4 hours), if possible, it's all you can do. The explorer has no control over which base they visit, either.
