Have you built the tower? This building is required to kill the zombies in your city. If you have then you should be able to tap on the wandering zombies, inside the fence, to kill them. It can be hit and miss sometimes with several taps needed to get them.
Remember that there are people wandering as well as the zombies. Make sure its definitely zombie shapes you see that you are tapping on.

Seems there are many with the same issue at the moment. I can only confirm it is working for me on 2 devices. You can try contacting the developers to ask for help, perhaps there is a glitch with some device types. Check the support page for contact options.

I guess it's a bug. Just upgraded from level 10 to 11, and then suddenly I can no longer kill wondering zombies in the city.Guest Replied

Hi I had the same issue !! Later an alliance member told me it's cos of the zombie siege which left a bug !! So just update your app !! And you'll be fine
