Advanced teleports are often given as rewards in Daily challenge events. These may be hard to reach though if you are still at a low level.
You can buy them in both the item store, for diamonds, and the alliance store. If you donate to the alliance every day then you should be able to get enough contribution points to buy one.
Also keep an eye on other occasional events that the game has, there are many that have advanced teleports as rewards.
