What hero's am I suppose to have in the APC in order to beat level 4 rebel camp?

The best heroes you have will be the ones that you have managed to unlock / upgrade skills for. The more you can upgrade the first skill initially to allow the APC to hold more troops the better you will do (if you have the troops trained). Orange heroes are the strongest but only if you have them and have the skills unlocked.
