Rally on Wendell the Clown fails because: "Commander, the rally you send out to challenge the world boss did not have any participants during it's duration, its now dismissed." What does it mean?

Rallying on Wendell (or the Adjudicator) has a minimum requirement of 3 APCs. So once you set a rally at least 2 others must join it and their APC's must reach your city before the rally timer expires.

The message would suggest that you didn't have enough people join you. You can check out page on Wendell the Clown in the guide for more details.
