How do I adjust the barrier around the city to make it bigger?

Check around the outside of the fence for small padlock icons, tap these to unlock new sections for your city to expand it. There are some restrictions on the game these days though about the order you can unlock areas in and possibly the level you need to be to do it. Check around the perimeter to see which areas you can unlock.
