I am looking for a safe state. One that will let lower levels 6 to grow and not get attacked constantly..

I am looking for a safe state. One that will let lower levels 6 to grow and not get attacked constantly by higher levels 15 and above. It is frustrating and I am debating on quiting altogether because of it, but I do like the game and want to continue playing. Any suggestions?

You will find that behavior to a greater or lesser extent in all states. That is one of the reasons you are encouraged to join an alliance, preferably a strong one or one that is allied with a stronger alliance.

State 587 allowed me to grow my base without a lot of continuous attacks. As the other responder, join an alliance. Many are welcoming new comers
